On the Dreamcast, calling updateScreen() isn't particularly expensive,
however if called more often than 60 times per second (50 on PAL), it
will block because it is not possible to output pictures faster than
that on a regular VGA/SCART display.
On the other hand, it will not generate mouse events more often than
60 times per second either.
