Following Eugene's email I have updated http://wiki.scummvm.org/index.php/Commit_Guidelines
Note that on that particular point there were SUBSYSTEM examples in Eugene's email that were not all in uppercase ("Android", "OSystem", "i18n"). So if it is decided that they should be all in uppercase, that page needs to be updated.
