Okay, stupid question because I'm curious - why is this necessary?
Notepad seems to handle the UTF-8 files fine at a glance, while if it
has to fall-back to trying the Windows codepage, isn't it only going
to work for users who have that as their codepage?

(If it's because we still support Win9x, someone should probably fix
the new Win32TaskbarManager not to use calls like GetModuleFileNameW
etc etc. But I'm guessing we don't.)
