[Scummvm-devel] Including README translations

I agree, that we should keep the current UTF-8 formatting, people using 
older Windows 9x/ME versions can always choose to use another text 
editor (with UTF-8 support).

It would be best to retain Windows support as far back as Windows 95 
though, for as long as we are able to. This usually only requires using 
slightly older APIs in the Windows specific code, and not major changes. 
So far there has been no new feature(s) requiring the dropping support 
for older Windows versions, so we might as well keep it working.
