[Scummvm-devel] UTF-8 encoding used for zh-Latn_CN.po and eu.po

The files are not saved as UTF-8. They are saved as normal ASCII text file (but the UTF-8 format actually dictate that a normal ASCII text file is also a valid UTF-8 file, which might be why Notepad++ detect it as being UTF-8).
